The proposed threshold-recalibration and hold/review control loops are not part of delivery. Confidence, risk, review verdicts, and audit samples may remain observability data, but they cannot mutate the user message, narrow tools, withhold a successful Hermes reply, or create a synthetic substitute.
Any future quality analytics must operate after delivery and outside the model-turn critical path. The original proposal remains available in Git history.
